I could end the deficit in 5 minutes. You just pass a law that says that anytime there is a deficit of more than 3% of GDP, all sitting members of Congress are ineligible for re-election.

Medicare transformation - Personal responsibility is a smart way to reduce healthcare costs
Paul Ryan’s plan makes healthcare decisions personal, rather than government controlled. You might disagree on the premium levels paid by government, etc., but putting healthcare spending decisions in the hands of individuals is one of the best ways to reduce the cost of healthcare.
Mr. Ryan’s proposal would apply to those currently under the age of 55, and for those Americans would convert Medicare into a “premium support” system. Participants from that group would choose from an array of private insurance plans when they reach 65 and become eligible, and the government would pay about the first $15,000 in premiums. Those who are poorer or less healthy would receive bigger payments than others.
Disclaimer : I might like a higher payment for seniors so that they are better able to afford this plan, but I appreciate the conept. Also, I might like for seniors to be able to stay in medicare who want to, provided the medicare subsidy is no greater than that of private companies receiving money from Mr. Ryan’s plan.
The idea is that individuals would still receive government help, but would have a financial incentive to reduce their own healthcare bills - which is arguably the best incentive to control costs one can have.
There are a variety of ways to structure this. The Ryan plan has been lauded as innovative. Now Obama needs to be innovative, rather than simply proposing the status quo.
